Is it possible to use a Telegram Bot to send campaign or regular updates to Telegram users?

No, because by design Telegram Bot can’t send messages to the user first, the chat must be started by the end-user. Once the user has started the chat, it is possible to send campaign or updates to the user. This is a way for Telegram to reduce SPAM to the end-users.
